Classification/Salary: Management Band 4 / Position starts at $102,737 to $128,421 annually

Reports to: Director, Enterprise Planning and Delivery

Location: Head Office (hybrid – 1 day per week in office or as required)

About The Opportunity

As the Manager, Corporate and Business Planning at CLBC, you will be responsible for leading CLBC’s corporate and business planning function and overseeing the strategic planning framework. You will translate CLBC’s Strategic Plan into a prioritized, capacity-aware Corporate Plan, lead the annual planning cycle, and support departments in developing aligned business plans.

In this role, you will provide strategic advice and planning support to the Corporate Planning Steering Committee and senior leadership, consolidate planning information to support organizational decision-making, and direct the work of corporate and business planning staff. Working closely with the PPMO and Risk Management, the Manager ensures Corporate Plan priorities move into delivery with clearly defined ownership, scope and intended benefits, and that organizational risks are considered in the assessment and prioritization of corporate demands.

Key Responsibilities Include

Overseeing CLBC’s business architecture and business process modelling functions, ensuring that business capability, operating-model, value-stream and process analysis informs corporate planning, organizational prioritization and strategic decision-making

Running the annual corporate planning cycle to the published roadmap calendar, including cycle kick-off, demand scoring, review of the consolidated scoring, and sequencing of the recommended plan through the required governance tables for review and approval

Supporting departments in developing business plans that draw from, and account for, approved Corporate Plan demands

Facilitating planning, prioritization and sequencing discussions with directors and executives to support consistent approaches and evidence-based decision-making

Acting as secretariat to the CPSC, building agendas with the Director, preparing minutes, information summaries, decision papers and reports, recording decisions and tracking follow-through

Maintaining the documentation that supports the CPSC and the corporate planning governance tables, including terms of reference, decision records and process guidance

Analyzing Corporate Plan progress and performance information to identify trends, variances, emerging constraints and areas requiring adjustment, and provides evidence-based recommendations to the CPSC and senior leadership

Facilitates cross-divisional planning sessions to develop the Corporate Plan, including gap analysis, defining measures, assigning owners, and scoring and prioritizing demands

This role provides people leadership to a team through recruitment, onboarding, coaching, performance management, and professional development. The successful candidate will foster a collaborative and positive team culture, provide regular feedback and guidance, support employee growth and engagement, and ensure work is effectively prioritized and delivered to achieve departmental goals.

What You’ll Bring

A bachelor’s degree in business administration, public administration, planning or a related field

Minimum of 7 years’ direct and progressive experience in corporate or strategic planning, portfolio management, business architecture or a related area, including at least 3 years of people leadership experience

Direct experience leading corporate planning, strategic planning or organizational prioritization cycles, including translating strategic priorities into actionable corporate and departmental plans

Direct experience preparing and consolidating complex planning information, analysis and recommendations for senior leaders, executive teams or governance bodies

Direct experience facilitating planning and prioritization discussions, assessing competing organizational priorities, and developing clear, evidence-based recommendations

A relevant professional designation in project or portfolio management, strategic planning or business architecture is an asset

Experience in performance measurement, risk management or benefits realization is an asset

Experience in a public sector organization or Crown corporation is an asset

We’re Also Looking For

Proven ability to establish and maintain effective and collaborative working relationships with people at every level of the organization and key people both internal and external to CLBC

Strong analytical and critical-thinking skills, including the capacity to synthesize complex information, identify trends and gaps, and develop evidence-based recommendations

Ability to translate strategic priorities into clear, actionable and measurable corporate and departmental plans

Ability to connect corporate planning with budgeting, portfolio management, risk management, performance measurement and operational delivery

Ability to communicate complex planning concepts clearly and adapt information for executive, governance and operational audiences

Strong facilitation, consensus-building and conflict-resolution skills, with the capacity to navigate competing perspectives and support timely decision-making

Travel: Occasional travel within BC, including occasional overnight travel.
